This is done via harsh lighting and a little bit of tweaking in post processing, I think I finally have it down.

Hahaha, it makes it so unreal. And I'm not sure it's in a good way. I do like the way the sky turned into a purpley-blue color. I have seen some dave hill shots I like though.

Like the attached image. I <3 light blue, and it had mad light blue.

I tried doing it on some old pictures I'll post them once Im done with the 2nd

LOL ok, mine came out pretty dull but that's probably because none had a flash or a lot of shiny stuff in them. and they were slightly underexposed.. anyway found this old picture and this one came out the best, the next one the eyes just looked to sharp to be real

The high pass filters are way stupid and create too much halo-ing compared to the method I use.

Haha I know, and I usually hate fake vig, I don't even know why I threw it in there. Whatever, this photo was shot over a month ago and I just wanted to try the Dave Hill technique on it. meh!!!

The ones that use the high pass filters don't come out well. What you need to do is get the gritty look through actual coloring and contrast adjustments, and then go back and do skin smoothing, a lot like this tutorial:

it works on CS2, you need a RAW camera file (.NEF for Nikon, .CR2 for Canon) and the Adobe Camera Raw plugin.
