It's $300 less than it would be brand new and is basically a 2nd gen of one of the best cameras they've made, and is only beat out by their new flagship, the K-3, which is $1,299 right now. The K-5ii is weather sealed, has an awesome sensor, does what you're looking for, and if you want to shoot photos, has one of the best sensors for handling lowlight.

Oh yeah. Look around the Pentax forum for the newer Q cameras. You can find a set for under $250. They're really small though. You can fit the whole thing in your hand. I'm actually selling my K-30 right now so I can get the K-5 but I can't go for much less than $400 to hit your budget.
It may be hard to do handheld with it, but I'm sure you can make/buy some sort of rig to make it work. You may want to take a look at this here. He's selling it as a whole set with almost all of the Q lenses, but I think he'd be up for parting it out.
Also, keep an eye out for the Pentax K-01. Aside from the newer K-5ii/s and K-3 line, it has the best sensor for recording video. If you're lucky, you can find the body for around $200-230. It doesn't have a viewfinder, but if you're mainly doing video, I don't think that it'll matter. It uses an updated version of the K-5 sensor, which I mentioned before as being fucking great. There's a guy selling one here for $285 and it comes with a standard-ish 50mm manual prime lens. Bower sells an 8mm fisheye for around $200+, but I've seen it show up on the Pentax marketplace for just over $100 a few times. If you dig around once in awhile, you can find some pretty cool shit.
It's too late now but I was gonna add you'd want something that shoots at a higher fps than 30, preferably 60 fps which is good for slow motion. It's painful to watch my videos in slow motion as it's only 30fps.

If you want some other fun stuff, if you get a Q to K-mount adapter, any standard lens you put on it has a 5.5x crop factor, so everything is basically zoomed 5.5x the focal length of the lens you put on it.
